1. General Principles

Data Fidelity

All information entered into the system, including asset registrations, citations, and shift logs, must be accurate, verifiable, and truthful. The submission of falsified data, such as inaccurate vehicle specifications, manipulated operational metrics, or fraudulent payment verification proofs, shall constitute a gross violation of this policy. Such breaches will result in immediate and complete access revocation and may necessitate further severe administrative action, including the nullification of submitted data and permanent prohibition from the platform.

Information Usage

Data obtained from the portal, encompassing citizen records, personal identifiers, and operational logs, is strictly intended for official, in-game functions. The misuse, unauthorized disclosure, or dissemination of this sensitive information outside of the sanctioned operating environment, whether intentional or negligent, is expressly prohibited and constitutes a breach of confidentiality.

User Identification and Data Collection

By using the portal, users acknowledge and consent to the collection and operational use of their Discord User ID, SGR Nickname, and Discord Username for the singular purposes of record-keeping, identification verification, citation issuance, and official communication within the server's jurisdiction.

Code of Conduct

The portal must not be employed for any form of harassment, disruptive conduct ("trolling"), or the targeted abuse of other users, regardless of their designation as Citizens, LE Officers, or Moderators. This includes the intentional exploitation of system features to create frivolous or disruptive records.

2. Citizen Responsibilities and Regulations

Citizens primarily interact with the portal for the management of personal assets and the comprehensive review of their legal and financial record.

Vehicle and Trailer Registration

• Mandatory Registration: All vehicles and trailers actively utilized within the game environment require definitive registration through this portal. Failure to register assets may subject them to impoundment or other enforcement measures.
• Registration Accuracy: During the registration process, the Brand, Model, Year, Color, and Plate Text must correspond precisely to the specifications of the in-game assets. Inaccurate or misleading registrations, which actively hinder the efficiency of law enforcement operations, will be deemed invalid and are subject to deletion without prior notification. The asset owner may also incur sanctions until the data is corrected.
• Plate Constraints: Plate identifiers must be submitted in uppercase and adhere to a maximum length of ten (10) characters.
• Asset Decommissioning: Users bear the continuous responsibility for promptly removing any vehicle or trailer from their registered garage that is no longer under their ownership or operational control, ensuring the database accurately reflects current asset possession.

Record Review and Payment Verification Submission

• Payment Precondition: Prior to the submission of payment verification proof, the required fine or fee must be remitted via the designated SGR Server bot channel (#▏bot-zone). This step is non-negotiable.
• Proof Integrity: All submitted payment screenshots must be original, unedited, legible, and completely visible. The manipulation of payment documentation constitutes an attempted financial deception against the system.
• Processing Status: Verification proof is forwarded for moderator adjudication. Processing timelines may fluctuate based on operational demands; a status of "Proof Sent" signifies that the request is awaiting official review by an authorized moderator.
• Declined Verification: Should a payment verification be "Declined," a formal reason shall be provided, necessitating the user to submit new, valid documentation that addresses the deficiency noted in the rationale.
• Record Immutability: Citizens are prohibited from modifying, concealing, or deleting issued citations or arrest records. All disputes regarding the factual basis of records must be processed exclusively through the server's established official appeals mechanism, external to the portal's core functions.

3. Law Enforcement (LE) Officer Regulations

LE Officers utilize the portal for documentation of operational activity, issuance of official records, and database search queries.

Shift Logging Requirements

• Mandatory Logging: All officers are required to accurately log the entire duration of their operational shift utilizing the portal's Shift Log feature. This ensures proper resource accountability.
• Timestamp Accuracy: Shift logs must accurately reflect the time expenditure dedicated to active duty. The falsification of log times or the deliberate inflation of shift duration constitutes a severe infraction that undermines operational accountability and resource allocation, resulting in mandatory disciplinary review.

Record Issuance (Citations, Arrests, and Warrants)

• Justified Action: The issuance of Citations, Arrests, and Warrants must be based exclusively on legitimate, verifiable violations of the server's penal code or documented, official duty requirements.
• Prohibition on Fictitious Records: The submission of fictitious or deliberately misleading ("troll") citations, arrests, or warrants is strictly prohibited. All documentation must be issued in good faith and serve a professional, in-game purpose; violations will result in immediate sanctions.
• Data Completeness: When an official record is issued, all requisite fields—including the Citizen's identifying information (Discord ID, Nickname), Penal Codes, Violation Details, and associated fines or durations—must be complete and precise. Incomplete documentation may be automatically rejected by the system, potentially resulting in liability for the issuing officer.
• Vehicle Verification Precedent: Prior to issuing any record pertaining to a vehicle, officers must verify the subject's registration status and asset details via the portal's search utility to ensure records are directed to the appropriate individual.

Citizen Information Retrieval Protocol

• Professional Limitation: Access to the Citizen search function is strictly limited to utilization during active investigations, traffic stops, or other official, duty-related engagements. Audit trails are maintained for all searches to detect and penalize misuse of these access privileges.
• Data Confidentiality: Private citizen information (e.g., Discord ID, criminal history, vehicle ownership data) must not be disseminated to any unauthorized third party under any circumstances, preserving user privacy.

Communication (SGR Discord Server)

• Controlled Notification: Law Enforcement personnel are strictly prohibited from excessive generalized notification or the indiscriminate mentioning of broad groups or roles ("mass pinging") within the SGR Discord server for non-critical, non-operational communications. Notification must be targeted, professional, and limited to necessary official announcements.

4. Moderator Regulations

Moderators are tasked with administrative oversight and the enforcement of financial record integrity.

• Verification Authority: Moderators possess the exclusive authority to either Accept or Decline payment verification proofs submitted by citizens, acting as the final arbiter of payment status.
• Impartial Review: All submitted payment verifications must be reviewed in an impartial, objective, and efficient manner, confirming that the payment amount, date, and recipient definitively align with the outstanding record's requirements.
• Mandatory Decline Rationale: In the event that payment verification is declined, the Moderator is required to provide a clear, formal rationale in the designated system field (e.g., "Remittance amount does not match citation total," "Verification proof is illegible or appears manipulated").
• Operational Efficiency: Moderators are expected to process payment verification submissions in a timely manner to maintain operational efficiency for citizens, aiming to resolve pending payments within a reasonable timeframe.

5. Intellectual Property and Commercial Use

• Asset Ownership: All unique or custom digital assets, including models, textures, front-end visual designs, database schemas, codebases, and proprietary visual designs associated with the Shadow LE Web Portal or the SGR Server, constitute the exclusive intellectual property of the server ownership and development team.
• Extraction Prohibition: Users are explicitly prohibited from attempting to replicate, expropriate, copy, or extract any digital assets or proprietary code from the portal or the integrated SGR Server environment. This prohibition extends to reverse engineering of system functionality.
• Non-Commercial Use Clause: Users are forbidden from utilizing any extracted, copied, or proprietary assets for the purpose of personal or commercial gain, including any form of sale, trade, or distribution to external entities or competitive platforms.
• Sanctions: Violation of the provisions outlined in this section shall result in the immediate and permanent revocation of portal access, mandatory server suspension, and may potentially lead to recourse under applicable legal statutes, including claims for damages and injunctive relief against unauthorized commercial use.
